CONSIDERATIONS FOR COMMERCIAL BUILDING PROJECTS

A. SURVEYING

        1. BOUNDARY SURVEY.

IT IS BEST TO KNOW EXACTLY WHERE PARCEL BOUNDARY LINES ARE LOCATED ON THE GROUND. THIS SURVEY WOULD INCLUDE PERMANENTLY MONUMENTING ALL CORNER LOCATIONS. THE PLAT OF SURVEY WOULD SHOW: ALL ADJACENT LAND OWNERSHIPS; ENCROACHMENTS, IF ANY; AND ANY RESTRICTIVE USE OF THE PROPERTY SUCH AS ZONING, EASEMENTS, RIGHT-OF-WAY, ETC.

2. TOPOGRAPHIC AND SITE SURVEYS.

THESE SURVEYS GATHER EXISTING INFORMATION AT A PARTICULAR SITE THAT IS NEEDED FOR THE PROPER DESIGN OF THE PLANNED IMPROVEMENTS (BUILDING, DRIVES AND PARKING AREAS, THE LOCATION OF UTILITIES, EARTHWORK, SURFACE WATER DRAINAGE, ETC.) TO BE PLACED ON THE PARCEL. THESE SURVEYS MAY HAVE TO BE EXTENDED OUTSIDE THE SITE PARCEL IN ORDER TO ANALYZE SURFACE DRAINAGE CHARACTERISTICS (FROM OFF-SITE) OR THE LOCATION OF UTILITIES (SANITARY SEWER, STORM DRAINS, GAS OR ELECTRIC LINES, ETC.) NOT ON OR ADJACENT TO THE PARCEL.

B. CIVIL ENGINEERING

1. BUILDING AND SITE DESIGN.

THIS COULD BE ANYTHING FROM THE DETERMINATION OF BUILDING PAD ELEVATION TO, AS IN THE INSTANCE OF A DESIGN-BUILD OR TURN-KEY PROJECT, ALL DETAILS OF THE DEVELOPMENT INCLUDING (BUT NOT LIMITED TO) THE DESIGN AND SPECIFICATIONS OF THE DRIVES AND PARKING AREAS, SANITARY AND STORM SEWERS, UTILITIES LOCATIONS, BUILDING STRUCTURE, FEES, PERMITS, BONDS, INSURANCE, ETC.

2. CONSTRUCTION ENGINEERING.

CAN BE ANYTHING TO THAT ASSURES THAT THE NEW CONSTRUCTION COMPLIES WITH THE PLANS AND SPECIFICATIONS. THIS MAY INCLUDE CONSTRUCTION MANAGEMENT, INSPECTION, MONITORING, STAKING AND AS-BUILTS.

C. THE GOVERNMENTAL AGENCIES WHO NORMALLY
HAVE JURISDICTION IN A PROJECT ARE:

CITY - ZONING, LAND USE, DEVELOPMENT CONTROL ORDINANCES, MUNICIPAL SANITARY SEWER AND WATER SUPPLY HOOKUPS, STORM DRAINAGE ORDINANCES, BUILDING PERMITS, ETC.

COUNTY - ZONING, DRAINAGE ORDINANCES, DEVELOPMENT CONTROL ORDINANCES, COUNTY ROAD ACCESS, BUILDING PERMITS, SEPTIC SYSTEMS, ETC.

INDIANA DEPT. OF TRANSPORTATION - STATE HIGHWAY ACCESS (ENTRANCE DESIGN/PERMITS), TRAFFIC SIGNALS, ETC. (IF PARCEL LOCATED ON STATE OR FEDERAL HIGHWAY)

INDIANA STATE & LOCAL DEPARTMENTS OF HEALTH - WASTE DISPOSAL DESIGN/PERMITS, POTABLE WATER.

INDIANA DEPT. OF NATURAL RESOURCES - FLOOD HAZARD AREAS, WETLANDS AND DRAINAGE IMPACT
